sspl-totals-are-counted-not-published¶
Date: 2026-09-12. Status: implemented.
Decision. NRS publishes no record counts for the SSPL. The registry pins the counted totals of the pinned file (all, live, small user, large user) and marks them counted. They are blocking gates like the SPD's published totals, because they detect a changed or truncated file, but they are not independent evidence from the publisher.
Reason. The pipeline's rule is that a count gate is an input a reviewer can check against something outside the build. For the SSPL the only external check is the file hash, so the totals must be labelled for what they are.
Evidence. SSPL 2026/1 bulletin and data dictionary carry no totals. Counted: 229,708 all; 161,565 live; 187,173 small user; 42,535 large user.
