Decision. lookup.recommended_edition implements the PHS guidance's table 4, years of health data to edition. Nothing calls it implicitly; the analyst passes an edition to every lookup.

Reason. Which edition to use is the analyst's decision under the guidance. The helper makes the recommendation easy to follow and impossible to follow by accident.
