Decision. Every lookup, in Python and in the SQL, excludes large-user records whose link field is NO LINKP or NO LINK by default. Both offer a switch to include them, and a second switch to exclude all large-user records. The table itself keeps every record with the SIMD the directory assigns.

Reason. The PHS guidance, Appendix A, attaches no deprivation to PO boxes because their location is a sorting office. An analyst reading the guidance expects the default to match it; the table stays source-faithful because the exclusion is applied at lookup time, not at build time.

Evidence. 1,518 current PO box records among 4,767 current large-user records.
