lookup-statuses

Decision. simd_ingest.lookup resolves a postcode to one of five statuses, unique, split_consensus, split_conflict, deleted or not_found. Several valid records agree on the requested measure gives consensus with the value; disagreement gives conflict with a null value. A full NRS key selects its own split part. Never choose A, average or vote.

Reason. The policy already agreed in the plan, made executable. Ambiguity is reported, not hidden.

Evidence. On the 226 current ordinary postcodes with more than one record, rank gives 203 conflicts and 23 consensus; docs/EXAMPLES.md.
