Date: 2026-09-12. Status: implemented.

Decision. PHS header order, data-zone vintage, band direction and Government column maps are declared per edition. Both publishers must declare the same edition keys, vintage and zone count. Add explicit output fields for each new edition, and PHS geography fields for new vintages; shared-vintage geography must agree. Analyst edition-by-year recommendations are reviewed separately.

Reason. New editions using the supported CSV/DBF layout need registry and schema changes, not a new build path. Unknown formats or incomplete historical geography coverage require deliberate review.
