Date: 2026-09-12. Status: implemented.

Decision. The CLI is the only build path. Remove the Dagster runtime, web server, asset wrappers, instance configuration and persisted intermediates. Keep one visible verify/prepare/cross-check/join/readback/publish sequence, a human build report and small retained run records.

Reason. Routine maintenance is a postcode-directory refresh; SIMD editions arrive less frequently. A full deterministic rebuild from pinned sources is cheap. Source/configuration snapshots, runtime/code hashes and saved-file checks provide lineage without a second execution model.

Evidence. tests/test_pipeline.py tests postcode refresh, full replacement, failure evidence, read-only audit and a synthetic seventh edition on a new data-zone vintage.
